It depends on how you close Notes

Any app link you put in the 'Startup' bookmark/folder will launch regardless of what you had opened in your tabs.

However, keep in mind that if you close Notes 'gracefully' with File -> Exit, it will normally save any changes to your tabs, and they will be the same when you start Notes again.

If you just close Notes with the X on the upper right hand of the window, it forces shutdown and ignores any recent changes. You just get whatever you had last time you used 'File -> Exit' when you open Notes again. Thus your tabs aren't as you left them last.
